Public Hearing Notice

Zoning Ordinance Amendments and Zoning Map Changes

April 4 and April 18, 2017

at 7:00 p.m.

All Village of Oxford residents, property owners, business owners, and stakeholders are invited to Public Hearings to be held by the Planning Commission regarding proposed changes to the Zoning Map. The Public Hearings will take place at the April 4 and April 18 Planning Commission meetings. Both meetings will begin at 7 pm at Village Hall, 22 W. Burdick Street.

Attached to this notice, please find copies of the Village’s current Zoning Map and the revised Zoning Map to be discussed during the Public Hearings. Large-scale versions are available for viewing at Village Hall, and an electronic version is available on the Village website, www.thevillageofoxford.org. Additional information will also be presented at the April 4 and April 18 meetings.

Summary of Proposed Map Changes

The purpose of the proposed Zoning Map changes is to simplify the Village’s land use regulations in order to promote investment by property owners. To that end, three of the Village’s 10 zoning districts are proposed to be eliminated, and two are proposed to be combined. Land currently in those zoning districts would be rezoned in the following ways:

· R-2 Single Family Residential and R-3 Single Family Residential would be rezoned to R-1 Single Family Residential

· C-O Commercial Office would be rezoned to C-1 Central Business Transition

· RM-1 Multiple Family Residential and RM-2 Multiple Family Residential would be consolidated into a single RM Multiple Family Residential District.

The proposed new map also corrects a mistake in the existing map that zoned three homes on East Street as P-1 Parking.

Additionally, the Planning Commission will consider creating a “Flex” zoning district, which would allow broad flexibility in development. The Flex district would replace current RM-2 Multiple Family Residential zoning in the northeast part of the Village, north of the Polly Ann Trail (see map).

Further, the Planning Commission will consider changing the zoning of four other areas where the recently adopted Master Plan update recommended different zoning. Those properties are as follows:

· 14-32 Davison and the rear portions of 75 and 81 N. Washington: From R-1 Single Family Residential and I-1 Industrial to C-1 Central Business Transition

· 21-25 Dennison (Dennison and Hudson): From R-1 Single Family Residential to C-1 Central Business Transition

· 21 E. Burdick (Oxford United Methodist Church): From R-1 Single Family Residential to C-1 Central Business Transition

· 18-22 W. Burdick (Village Hall) from RM-2 Multiple Family Residential to C-1 Central Business District Transition

Zoning Ordinance Text Amendments

In addition to the Map Amendments, the Planning Commission will also consider proposed amendments to the text of the Zoning Ordinance. A separate public hearing on that topic will also be held at the April 4 meeting. The revised Zoning text is available on the Village’s website, www.thevillageofoxford.org, and also available for review at Village Hall.
