Approved Fire Department’s Automatic Aid Agreement and Billing Service with Subscription Agreement
Approved the Resolution adopting 14-1 Zoning Ordinance Amendment: Summary; Section 4.33 to add temporary buildings, uses, structures and special events as listed in Section 4.16 to the uses which may be required to have a performance guarantee. Amend all sections of the zoning ordinance which require access to a major thoroughfare to read minor thoroughfare instead.

TAKE NOTICE that the Lakeville Lake Improvement Board will hold a public hearing on the practicability of a five-year improvement project for Lakeville Lake consisting of nuisance aquatic plant control, plant control coordination, public education, information dissemination, recreation, safety, environmental, administration, and contingencies. The project would begin in 2015 and continue through 2019, with an annual cost of $76,500. The hearing will be held at the Addison Township Complex located at 1440 Rochester Road, Leonard, Michigan at 6:00 p.m., on Monday, October 6, 2014.
PLEASE TAKE FURTHER NOTICE that a special assessment roll has been prepared and is on file at the Addison Township Hall for public examination during normal business hours. Said special assessment roll has been prepared for the purpose of assessing the cost of the improvement project to benefiting properties.

Lakeville Lake
At a special meeting of the Lakeville Lake Improvement Board held in the Addison Township Complex on the 6th day of October, 2014, at 6:00 p.m., local time.
PRESENT: Fisher, Pearson, Ploof, Sargent, Spisz
ABSENT: None
The following resolution was offered by member Pearson and seconded by member Sargent.
WHEREAS, a public hearing was held on the improvement program for Lakeville Lake; and
WHEREAS, it is the desire of the Lakeville Lake Improvement Board to proceed with implementation of a five-year lake improvement program (2015 to 2019) consisting of aquatic plant control, herbicide treatment coordination/inspections, public education, information dissemination, recreation, safety and environmental, administration, and contingencies, with an annual cost of $74,500.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Lake Board hereby determines that the proposed improvements are practical and it confirms its intent to proceed with the improvements.
2. The Lake Board hereby approves the lake improvement program and the estimate of costs for the improvements.
3. This resolution shall be published in a newspaper of general circulation in Oakland County. The project shall not, thereafter, be subject to attack except in an action brought in a court of competent jurisdiction within 30 days after publication.

TAKE NOTICE that the Lakeville Lake Improvement Board has confirmed the Special Assessment Roll for improvements to Lakeville Lake. The Special Assessment Roll in the amount of $372,500 has been prepared for the purpose of assessing the cost of aquatic plant control, herbicide treatment coordination/inspections, public education, information dissemination, recreation, safety and environmental, administration, and contingencies over a five-year period (2015 to 2019). Said Special Assessment Roll and all assessments thereon are final and conclusive unless attacked in a court of competent jurisdiction within 30 days of this notice.

Public Hearing for Community Development Block Grant (CDBG) Program Funding Year 2015
Notice is hereby given that a public hearing will be held by the Township of Addison (Township) at a regular Board meeting on December 15, 2014. Located at 1440 Rochester Rd. Leonard, MI. 48367. The Public Hearing is for Community Development Block Grant (CDBG) funding year 2015 and shall commence at 7:30 pm or shortly thereafter.
The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of CDBG funds, and receive comments on proposed activities, particularly from low and moderate income persons. The Township will consider any public comments on this matter at this time. The hearing is open to the public to voice their views or you may submit your comments in writing prior to the hearing. Please address those comments to the Clerk of the Township at the address above.
Approximately $14,712 may be available to the Township to fund eligible projects that principally benefit low to moderate income persons. Please contact the Supervisor’s office if you have further questions or concerns on CDBG funding for the 2015 program year.

Request for Proposals
Township of Addison Public Notice Community Development Block Grant Minor Home Repair
The Township of Addison is seeking bid proposals from qualified service providers to manage and administer a Community Development Block Grant (CDBG) Minor Home Repair Program. The program will provide minor home repairs to qualified low-and moderate income residents of the Township of Addison. Bid proposals must include a detailed outline on how the program will be managed and administered and at what cost. The program MUST follow,HUD section 8, State of MI Lead Based Paint Regulations, and the guidelines established by the Township of Addison.
The projects will be in the amount of:
$10,530 funded with program year 2013 Community Development Block Grant (CDBG) funds.
$10,299 funded with program year 2014 Community Development Block Grant (CDBG) funds
The administrator must be familiar with, and comply with, all applicable CDBG requirements. When the funds are awarded, the term of the contract will expire December 31, 2015 for program year 2013 and June 30, 2016 for program year 2014. A legally authorized agent of the bidding firm must sign all bids/documents. A separate contract with all attachments shall be signed and submitted as separate bids for each CDBG program year.
Sealed bids will be received until 11:00 a.m., Thursday, April 15, 2015, at which time proposals will be opened. Bids shall be addressed as follows and envelopes must be plainly marked, ‘Sealed bids for CDBG Minor Home Repair.? ? Refrigerators, air conditioners or freon type units must be tagged properly or a $55.00 tagging fee will be charged. A unit cannot be accepted without the tag.
? Tire limitations: 4 per household. Car and pick up truck tires only. Tires with rims cannot be accepted. Please separate prior to drop off.
? Please have valid driver’s license ready for proof of Township residency.

Romeo Community Schools:
This proposal, if approved by the electors, will allow the Romeo Community Schools to levy a building and site sinking fund millage, the proceeds of which will be used to make infrastructure improvements and repairs to the School District’s facilities. This proposal is a request to renew 1.24 mills of the voter approved building and site sinking fund millage that will otherwise expire on June 30, 2016 and 0.01 mills is a restoration of millage lost as a result of the reduction required by the Michigan Constitution. Pursuant to State Law, the expenditure of the building and site sinking fund millage proceeds must be audited, and the proceeds cannot be used for teacher, administrator or employee salaries, maintenance or other operating expenses.
Shall the Romeo Community Schools be authorized to levy 1.25 mills ($1.25 per $1,000 of taxable value), for a period of four years July 1, 2016 through June 30, 2020 to create a building and site sinking fund for the purpose of the construction or repair of school buildings or any other purpose allowed under Michigan law? This millage would provide estimated revenues to the Romeo Community Schools of approximately Two Million One Hundred Thousand and 00/100 ($2,100,000.00) Dollars during the 2016 calendar year, if approved and levied.

To the Qualified Electors of the Township of Addison, County of Oakland: Notice is hereby given that a SPECIAL Election will be held in the Township of Addison, Precinct 3, County of Oakland on Tuesday, November 3, 2015 from 7 a.m. to 8 p.m. for the purpose of to vote on the following proposals:
Romeo Community Schools:
This proposal, if approved by the electors, will allow the Romeo Community Schools to levy a building and site sinking fund millage, the proceeds of which will be used to make infrastructure improvements and repairs to the School District’s facilities. This proposal is a request to renew 1.24 mills of the voter approved building and site sinking fund millage that will otherwise expire on June 30, 2016 and 0.01 mills is a restoration of millage lost as a result of the reduction required by the Michigan Constitution. Pursuant to State Law, the expenditure of the building and site sinking fund millage proceeds must be audited, and the proceeds cannot be used for teacher, administrator or employee salaries, maintenance or other operating expenses.
Shall the Romeo Community Schools be authorized to levy 1.25 mills ($1.25 per $1,000 of taxable value), for a period of four years July 1, 2016 through June 30, 2020 to create a building and site sinking fund for the purpose of the construction or repair of school buildings or any other purpose allowed under Michigan law? This millage would provide estimated revenues to the Romeo Community Schools of approximately Two Million One Hundred Thousand and 00/100 ($2,100,000.00) Dollars during the 2016 calendar year, if approved and levied.

Notice is hereby given that a public hearing will be held by the Township of Addison (Township) at a Special Board meeting on December 14, 2015. The Public Hearing is for Community Development Block Grant (CDBG) funding year 2016 and shall commence at 6:00 pm or shortly thereafter.

THE TOWNSHIP OF ADDISON ORDAINS: AN ORDINANCE TO AMEND THE CODE OF ORDINANCE, CHAPTER 66, ARTICLE 1, SECTION 66-1 (ORDINANCE 119) OF THE TOWNSHIP OF ADDISON ORDINANCES, TO ADOPT SECTION 625(1)(C) OF THE MICHIGAN MOTOR VEHICLE CODE BY REFERENCE AND TO PROVIDE PENALTIES FOR A VIOLATION OF THAT SECTION, PURSUANT TO PUBLIC ACTS 7, 8, 9, 10, AND 11 OF 2012, THE TOWNSHIP OF ADDISON ORDAINS:
SECTION 1. SHORT TITLE.
This Ordinance shall be known as, and may be cited, as the ‘High BAC Amendment? to the Michigan Vehicle Code, as adopted by Ordinance.
SECTION 2. PURPOSE AND INTENT.
This is an Ordinance to amend the Code of Ordinances, Chapter 66, Article 1, Section 66-1(Ordinance No. 119) of the Township of Addison Code of Ordinances, ‘Michigan Vehicle Code?, as adopted, to adopt Section 625(1)(c) of the Michigan Vehicle Code by reference and to provide penalties for a violation of that Section, pursuant to Public Acts 7, 8, 9, 10 and 11 of 2012.
SECTION 3. AUTHORITY.
The Code of Ordinances, Chapter 66, Article 1, Section 66-1(Ordinance No. 119) of the Township of Addison Code of Ordinances is hereby added to read as follows: ‘MCL 257.625(1)(c) of the Michigan Vehicle Code is specifically adopted by reference, pursuant to Public Acts 7, 8, 9, 10 and 11 of 2012.?
SECTION 4. VIOLATIONS AND PENALTIES.
The Code of Ordinances, Chapter 66, Article 1, Section 66-1(Ordinance No. 119), is hereby added to read as follows:
Violations and Penalties.
The penalties provided by the Michigan Vehicle Code are adopted by reference. The Township of Addison may not enforce any provision of the Michigan Vehicle Code for which the maximum period of imprisonment is greater than 93 days; provided, however, that a violation of MCL 257.625(1)(c) is punishable by one or more of the following:
(i) Community service for not more than 360 hours.
(ii) Imprisonment for not more than 180 days.
(iii) A fine of not less than $200.00 or more than $700.00.?
SECTION 5. The Code of Ordinances, Chapter 66, Article 1, Section 66-1 is adopted to add: is hereby adopted by reference including amendments, as passed by the State of Michigan unless adopted or noted otherwise by the Township of Addison.

NOMINAL CHARGE – $50.00
Limbs collected at roadside, this service must be paid and arranged for in advance by calling 1-800-286-0704.
Arrangements must be made by April 25, 2003 and the company will be out the week of April 28, 2003.

FREE/DROP OFF SITE
Limbs can be dropped off at the Township next to the gazebo or at the entrance to Watershed Park.
Branches must be brought to the Township or Township Park by Friday, April 25th.
Volunteers are needed to aid seniors and the disabled in transporting limbs to drop off site or road side. Call 248-628-5409 to volunteer or if you need assistance.

Ordinance 91 Land Development Fees
At a regular scheduled Board meeting held on August 4, 2003 The Addison Township Board ordains an amendment to Ordinance 91 as such:
Section 1 – Development Fees
That Addison Township Board adopts in ordinance to charge a fee for development applications or special meeting requests. These fees areas follows and passed by resolution of the Board.
Section 2: Procedures to Amend Fee Schedule
Any an-fendmcnt to the land development fees shall be made by resolution by tile Addison Township Board.
Section 3: Additional Professional Fees
All fees not covered by said resolution paid by the Township %hall be the responsibility of the applicant. Such as but not limited to environmental studies wetland determination, planner engineer, and or legal services.
Section 4: Refunds

SUMMARY OF THE FIRE PREVENTION AID PROTECTION
ORDINANCE 11-01 Public Notice: At a Township Board special meeting (time rescheduled) held on February 22, 2011 the Township Board moved a resolution adopting the Fire Prevention and Protection Ordinance 11-1. The summary of the Ordinance is as follows:
An ordinance to provide basic fire control measures and regulations by amending the fire prevention and protection ordinance and adopting by reference the International Fire Code 2009 , as published by the International Code Council, Inc-, for the purpose of safeguarding lives and property from the hazards of fire and explosions and to provide penalties for the violation thereof.
SECTION 1: TITLE
This ordinance shall be known as the “Fire Prevention and Protection Ordinance”.
SECTION 2: Adoption of the 2009 International Fire Code By Reference
The International Fire code, 2009 Edition, together with its appendices A, B, C, D, E, F and G, as promulgated by the International Code Council, is hereby by reference in its entirety, except for those deletions and additions set forth below. This includes future updates unless specifically noted.
SECTION 3: PURPOSE
The purpose and intent of this ordinance is to prescribe minimum requirements and controls to safeguard. life, property, or public welfare from hazards of fire and explosions arising from the storage, handling or use of substances, materials or devices, and to establish regulations preventing conditions hazardous to life or property in the use or occupancy of buildings or premises. One complete copy of the International Fire code shall be made available for use and inspection by the general public at the office of the Clerk in the Township of Addison during regular business hours.
The following sections and subsections of the International Fire Code are hereby amended or deleted as set forth, and additional sections and subsections are added as indicated. Subsequent section numbers used in this chapter shall refer to like-numbered sections of the International Fire Code.
SECTION 101 shall be amended to read as follows:
101.1 Title. These regulations as set forth herein shall be known as Fire Prevention and Protection Ordinance of Addison Township and the Village of Leonard are herein referred to as such or as “this code”.
SECTION 307 shall be Deleted:
Open Burning is addressed by a separate Township burning ordinance
Section 4 Penalties:
The penalties for violation are as described in the Code of Ordinances #129.06. Unless, another penalty is expressly provided, every person convicted of a violation of any provision of the Code or any ordinance, rule or regulation adopted or issued in pursuance thereof shall be punished by a fine not exceeding $500.00 and/or imprisonment not exceeding 90 days including the costs of prosecution in the discretion of the court. The penalty provided by this section, unless another penalty is expressly provided or in the International Fire Code or other ordinance shall apply to the amendment of any code section whether or not such penalty is reenacted in the amendatory ordinance. In addition the Township to the penalty describe above the township may pursue other remedies as allowed by law including but not limited to such as abatement of nuisances, injunctive relief, revocation of permits, licenses special/and/or conditional use revocations or amendments and the like together with recovery of attorney fees and cost of prosecution.
Section 5 Repealer:
All ordinances or parts of ordinances in conflict herewith are hereby repealed only to the extent as necessary to give this ordinance full force and effect.
Section 6 Severabilitv:
If any section, subsection, clause paragraph or phrase of this ordinance be declared invalid by the courts, the same shall not affect the validity of the Ordinance as a whole or any part thereof, other than the part so invalidated.
Section 7 Savings:
All proceedings pending and all rights and liabilities existing, acquired or incurred at the time this Ordinance and amendatory ordinance takes effect, are saved and may be consummated according to the law in force when they commenced.
Section 8 Amendatory ordinances:
All amendatory Ordinances taken by the International Fire Code or International Code Council, Inc shall be considered part of tile Township of Addison adopted Ordinance 11-1 unless otherwise directed by the Township of Addison Board.
Section 9 Effective date:
This Ordinance shall become effective 30 days after publication or the publication of a summary in the official Township newspaper, the Oxford Leader.

NOTICE IS HEREBY GIVEN that special assessment amounts and the apportionment of costs of lands within the Krohn Drain Special Assessment District for maintenance of the Krohn Drain will be available for review on March 30, 2011 from 9:00 a.m. to 5:00 p.m. at the Oakland County Water Resources Commissioner’s Office, One Public Works Drive, Waterford, MI 48328.
This special assessment will be for properties located within the Krohn Drainage District, described as those properties located in Sections 28, 29, 32, 33, 34 and 35 of Addison Township and Sections 2, 3, and 4 of Oakland Township.

The Oakland County Zoological Authority was established pursuant to Public Act 49 of 2008, and formed to allow for continuing zoological services for the students, residents and visitors of Oakland County. The law allows the Authority to seek authorization from the electors to levy a tax of not more than 0.1 mill (10 cents per $1,000 of taxable value) on real and personal property to provide revenue for this purpose. Accordingly, to continue providing zoological services to benefit the residents of the County, shall a 0.1 mill on all of the taxable property located within the County be imposed for a period of ten (10) years, being years 2008 through 2017. It is estimated that if approved and levied, this new millage will generate approximately $6,474,597.63 in 2008.

SPRING CLEAN UP
Please be advised that the Township of Addison will provide dumpsters for Spring Clean Up at the Township Complex parking area on Saturday, May 7, 2011 beginning at 8:00 a.m. to 1:00 p.m. Rain or shine. This service will be provided for Addison Township Residents only.
Please note the conditions:
1. The Township cannot accept paint, oil, gasoline, or any toxins.
2. Refrigerators or air conditioners must be tagged properly or a $20.00 tagging fee will be charged. A unit cannot be accepted without the tag.
3. Tire limitations: 4 per household. Car and pick up truck tires only. Tires with rims cannot be accepted. Please separate prior to drop off.
4. A container will be available for your household batteries.
5. Excludes commercial contractors.
6. Please have valid drivers license ready.

Special Assessment: Low Wood Trail and Charitoo Ridge
A Public Hearing will be held on Monday, July 21, 2008 at the regular meeting of the Addison Township Board of Trustees at Township Complex, 1440 Rochester Road, Lakeville, Michigan at 7:30 pm.
The purpose of the public hearing is to allow the Township Board to hear objections to the creation of the Special Assessment District as provided by Public Act 188 of 1954 for maintenance of the private roads known as Low Wood Trail and Charitoo Ridge and confirmation of the petition for sufficiency.
The assessment roll and documentation are available at the Township Offices during regular business hours for public inspection. Appearance and/or written protest at the hearing held to confirm the special assessment roll is required in order to appeal the amount of the special assessment to the Michigan Tax Tribunal.

This year at spring clean-up a new service will be offered. The Township will provide a shredding truck for your paper documents. Please assure no plastic or metals are mixed with the papers.
Spring Clean-up is a great way to get together with your neighbors and clean up our road sides.

Public Hearing:
Special Assessment District for Millstan
A Public Hearing will be held on Monday, May 16th 2011, at the regular meeting of the Addison Township Board of Trustees located at the Township Complex, 1440 Rochester Road, Leonard, Michigan at 7:30 pm or shortly thereafter.
The purpose of the public hearing is to allow the Township Board to listen to the resident’s and petitioner’s comments on the creation of the Special Assessment District as provided by Public Act 188 of 1954 for maintenance of the private roads known as Millstan and confirmation of the petition for sufficiency. The proposed collection rate is $125.00 for each parcel for a period of five years.
The assessment roll, documentation and proposed budget for maintenance are available at the Township Offices during regular business hours for public inspection or purchase. The Township welcomes your appearance and/or written protest at the hearing held to confirm the special assessment roll and is required in order to appeal the amount of the special assessment to the Michigan Tax Tribunal.
The Addison Township Board will provide necessary reasonable auxiliary aids and services to individuals with disabilities. Please notify sufficiently in advance to the Clerk’s office at 248-628-3317or address as listed above.
