It’s official – Jaymes Vettraino is the interim manager for Oxford Village.
Last week, council voted 3-0 to approve an agreement with the Rochester-based Vettraino Consulting. Council members Dave Bailey and Tom Kennis were absent.
The agreement took effect May 22 and runs through June 23.
“My goal is very specific,” Vettraino said. “(It’s) to build a bridge between where the village is right now and when you have a new, permanent manager and clerk/treasurer . . . That is my singular goal, to keep the trains (running) on time while I’m here and hopefully, find a manager and (a) clerk/treasurer that (have) a long tenure and serve this community well.”
Susan Nassar, the current clerk/treasurer, is retiring June 1.
Vettraino will be paid a weekly fee of $2,000 to work an estimated 20 hours performing a list of services spelled out in the agreement.
“Hours are a combination of time in the office, travel and time administering village business remotely,” the agreement states.
A minimum of 16 hours per week must be spent at the village office coordinating organizational activities and attending meetings.
“This may be adjusted based on the needs of the village and the availability of Vettraino Consulting, LLC,” the agreement states.
Any work performed by Vettraino outside the list of services will be billed at an hourly rate of $130. However, additional work, or “special projects,” must be agreed to “in writing” by both the village and Vettraino.
Under the agreement, Vettraino can bill the municipality for expenses with “no mark-up,” however, they cannot exceed $1,000 without village approval. Expenses may include things such as mileage “beyond travel to the village offices,” sub-contracted assistance and printing “done outside of the village offices.”
Vettraino has a total of 17 years experience as a municipal manager.
From 1998 to 2008, he managed Pen Argyl and Kutztown, two boroughs in Pennsylvania. He then managed the City of Rochester in Oakland County from May 2008 to August 2015.
In addition to performing all the duties of the village manager and helping screen candidates for the manager and clerk/treasurer positions, Vettraino will also examine the village government as a whole and provide a report to council with recommendations.
“I am thrilled that the (manager) search committee came up with an option that’s going to allow us to review the organization from top to bottom,” said Councilman Erik Dolan. “I think we are (in dire need) of that. I think everything from the manner in which daily business is conducted to the manner in which our financials are reviewed and our procedures are executed needs to be reviewed. I am thrilled that we have a professional that is going to do that.”
Dolan noted he does not believe the previous village administration’s “tendency of simply getting by from day-to-day with patchwork is acceptable anymore.”
“We have an unbelievable community. A downtown that could thrive. A police organization and a DPW that are second to none,” he said. “I would be extremely satisfied if at the end of . . . this agreement (with Vettraino), we came out with a fresh start and a new direction and a greater understanding of how to take our village to the top.”
