Moyers project estimated at $855,000

OXFORD — The Oxford Village Council unanimously approved a proposal for design engineering services for a Moyers Street project from ROWE Professional Services Company during their regular meeting on Dec. 10. Council Member Maureen Helmuth was absent from the meeting.
The services included will cost a lump sum fee of $62,500, for which ROWE will invoice the village monthly based on the work completed during that billing period, according to a letter ROWE sent to Village Manager Joe Madore.
Multiple services were listed in the letter for the village’s consideration, including preparing a topographic survey of the work area, conducting on-site visits, assisting the village in coordinating services from a geotechnical engineering firm to obtain soil borings, verifying the project continues within the anticipated budget, preparing and submitting permits for soil-erosion control and more.
Madore said the project will be almost identical to the recent Park Street project, but said it should be “more like an eight-week project.”
ROWE believes the project will cost around $855,000 – $346,500 for water main work and $508,500 for drainage and pavement improvements, according to the village.
“This is the project we got the MDOT Category B grant for, which would cover about 50% of the road paving,” Madore said. “So up to about $230,000 to help us cover some of that cost.”
The letter also states ROWE understands the village intends to use local water main and street funds to pay for water main expenses and all remaining paving expenses.
Some project details include replacing the 4-inch water main with 8-inch ductile iron, replacing water services with new copper within the right-of-way, replacing existing lead services, hydrants and valves as needed, removing pavement and its base and replacing it with proposed 25-feet wide pavement and 2-feet aggregate shoulders, replacing sidewalk handicap ramps to meet Americans with Disabilities Act standards, removing and replacing drive approaches and more.
The letter also includes a proposed schedule for the project. It lists this month for when ROWE expects to receive authorization to proceed and collect data and prepare the topographic survey – the latter being expected to continue into January 2025.
January and February are expected to be used to prepare plans and specifications, while advertising the project and taking bids is expected to occur in March. Village council is expected to award the project to a successful bidder in April, and the construction period is listed as July to September.
Madore said he thinks the construction will begin July 1.
